The Procurement objective is to purchase goods or services from technically and commercially acceptable eligible sources that afford the greatest benefit to the Project, taking into consideration cost, risk factors, quality, safety, environmental matters, reliability, delivery, service, total cost of ownership, local content and standardization. The procurement strategy is to purchase the necessary materials, equipment and selected services for the Project through a competitive bidding process. SDP strongly supports providing opportunities to Canadian and, in particular Newfoundland and Labrador companies and individuals, on an overall competitive basis. The service provider will be required to review vendor submitted weld procedure specifications and associated procedure qualification records according to the following criteria:
1: Are they acceptable according to the requirements called out in the associated drawings?
2: Do they meet industry standards and codes?
3: Are they acceptable according to the client defined specifications?
If the WPS and PQRs do not meet the criteria, the provider is required to determine what course of action would be required to make them acceptable; i.e. submit a new WPS and PQR, modify the WPS to suit new materials and redo PQR, modify WPS with existing PQR, resubmit WPS with new cover sheet for client, etc.
In the case where the procedures do not meet at least one of the criteria but the provider believes the procedure is superior and could be used as a substitution, they shall prepare a Technical Query which can be submitted to the client to justify the substitution, and be prepared to answer subsequent clarification requests from the client.
Frequency/Budgetary hours: 12-15 hours per week during initial review of procedures, support as required thereafter.

ELECTRICAL DISTRIBUTION EQUIPMENT
The electrical distribution equipment shall include the following items:
a) 600 Volt Primary Distribution Board.
b) 208 Volt Auxiliary Distribution Board.
c) 120/208V Auxiliary Panelboards.
d) UPS Systems including 120V Distribution Panelboards.
e) Small Power Distribution Transformers.
f) Variable Frequency Drives and/or Soft Starters.
g) Neutral Grounding Resistors and Associated Alarm Relays.
h) Interconnecting Cabling, Cable Tray Systems, and Conduit Systems within the Electrical Cabin.
i) Electrical Grounding Equipment.
The equipment is required to be supplied such that all circuit breakers, switches, operating and protection devices shall be capable of communication with the CGS ICS in such a manner that full operation, control, status indication, and fault information is available remotely via the CGS ICS. This includes the ability to open, close, trip, and reset circuit breakers and switches. The equipment shall also have the capability to self-test and perform diagnostic functionality.
ELECTRICAL CABIN
The Electrical Cabin shall include the following hardware elements and equipment:
a) An A60 rated, containerized shelter containing the Electrical Distribution Equipment.
b) All required utilities including receptacles, lighting, emergency lighting, heating, and ventilation.
c) Fire detection and alarms.
d) Fire protection equipment.
The cabin is required to be designed such that it can be transported by road, lifted in place with the use of a crane, and removed in sections not larger than 1.8m x 4.5m x 2.6m high.

b) Detailed design and configuration of control interfaces with other packages to ensure the communication of all necessary status, alarm, and control signals to enable remote control capability of these packages. The ICS supplier is expected to serve as a system integrator and work jointly with other equipment suppliers to ensure compatibility at interface points.
c) Detailed design and configuration of telemetry system interface to implement remote control capability of all ICS connected equipment from the Remote Ballasting Station.
d) Detailed design and configuration of operator interface screens to monitor and control all aspects of ballasting operations.
e) Detailed design of the Remote Ballasting Station and the Ballast Control Cabin including heating, lighting, ventilation, fire detection and protection, as well as the detailed layout of all equipment, cable routing and cable tray systems.
f) Final selection of all electrical, control and telemetry equipment installed in the RBS and BCC.
g) Procurement of all equipment and materials as required for the supply of the ICS system hardware and the fully outfitted cabins.
h) Fabrication of the RBS and BCC cabins.
i) Installation, hook-up and interconnection of all equipment contained within the cabins.
j) Mechanical completion and detailed factory acceptance testing of all equipment and devices, including system integration tests to test the interface with the equipment supplied by others.
k) Completion of a detailed documentation package covering the full scope of supply.
l) Site assistance in Argentia, NL for the purposes of supporting installation, testing and commissioning. The supply of the Valve Control and Monitoring System and electric actuators may be incorporated within the ICS scope of supply if the bidder has the capability to offer an integrated solution.
The work shall be completed in accordance with the Regulatory requirements of the C-NLOPB and in compliance with Canadian and recognized International Codes and Standards. In addition, the supplier shall work with the project nominated Marine Warranty Surveyor and Certifying Authority to ensure that any additional requirements are incorporated into the design and supply of the equipment.

INSTALLATION CONTROL SYSTEM EQUIPMENT
The Installation Control System equipment shall include the following items:
a) HMI terminals / workstations for the BCC and RBS.
b) Control System Cabinets containing data logging servers, controller, I/O and interface modules (located aboard CGS in BCC).
c) Marshalling Cabinets for CGS field I/O (located aboard CGS in BCC). .
d) Telemetry equipment to implement a redundant communications link between RBS and BCC
e) UPS system in RBS cabin.
f) Remote Ballasting Station Cabin
g) Ballasting Control Cabin.
h) Interconnecting Cabling, Cable Tray Systems, and Conduit Systems (internal to RBS and BCC).
The Valve Control and Monitoring System and electric actuators may optionally be included within the ICS system scope of supply.
REMOTE BALLASTING STATION CABIN
The Remote Ballasting Station Cabin shall include the following hardware elements and equipment:
a) An A60 rated, containerized shelter containing the primary control station ICS hardware and telemetry equipment for remote (Vessel-based) monitoring and control of all ballasting operations.
b) All required utilities including receptacles, lighting, emergency lighting, heating, and ventilation.
c) Fire detection and alarms.
d) Fire protection equipment.
BALLASTING CONTROL CABIN
The Ballasting Control Cabin shall include the following hardware elements and equipment:
a) An A60 rated, containerized shelter containing all CGS-based ICS hardware including marshalling cabinets, control system cabinets, telemetry cabinets, HMI /workstations, datalogging server, suitable for operation in a non-hazardous area.
b) All required utilities including receptacles, lighting, emergency lighting, heating, and ventilation.
c) Fire detection and alarms.
d) Fire protection equipment.
The cabin is required to be designed such that it can be transported by road, lifted in place with the use of a crane, and removed in sections not larger than 1.8m x 4.5m x 2.6m high.

f) Procurement of all equipment and materials as required for the supply of the ballast valves, actuators, and VCMS cabinet.
g) Mechanical completion and detailed factory acceptance testing of all equipment and devices, including system integration tests to test the interface with the ICS.
h) Completion of a detailed documentation package covering the full scope of supply.
i) Site assistance in Argentia, NL for the purposes of supporting installation, testing and commissioning.

d) Marshalling system for the transition between subsea cable system and the VCMS cabinet.
e) Subsea cabling, connectors and junction boxes for installation between the actuators and the marshalling enclosure(s)

SDP General Partnership is the Contractor for the Construction of Concrete Gravity Substructure (CGS) for the West White Rose Project (WWRP) in Newfoundland Canada. SDP is requesting interested parties to submit prequalification documents for the supply of steel, fabrication and delivery for the Mooring Equipment Frames.
Description of the Mooring Equipment Frames
The mooring equipment frames are 10 individual steel frames fabricated to support the mooring equipment during the mooring and float up of the Concrete Gravity Structure (CGS).
The each frame is approximately 4m x 6 m with weights ranging from 2.2 to 5.2 tonnes each. The total tonnage is approximately 43 tonnes. Material is W350 NT Steel and supply includes paint to project coating specifications.
Scope of Work
Supply of all materials and fabrication including blast and paint to project specifications.
Mandatory Requirements
Interested parties must demonstrate the following:
1. Approved CWB weld procedures and have a CWB certified fabrication facility.
